Minors Industrial Tree Priority
This mod modifies the ai_will_do_factor of the generic industrial tree so that all nations with generic trees will always prioritise industrial focuses (even before 1939).
Also increases the number of factories for each focus to 2 factories.
Makes balkanising yourself a lot more fun and also makes collaboration governments a lot cooler.
