Adds Population damage to nuclear weapons because not having that seems stupid
currently deadlyness in state popualtion:
nuclear bomb: 50000
nuclear missile: 100000
thermonuclear bomb: 250000
thermonuclear missile: 600000

Go out there and bathe the world in nuclear fire
