TNO Map for Vanilla (More cities and states)

In order to consider compatibility and for players who only want to play the map, this mod has been separated from my other mod. This mod only modifies the map and is incompatible with any other mods that modify the map, but is compatible with map rendering mods.
Modified some plots and added and adapted more city names and commissioner jurisdictions based on the creative workshop map below. Currently supported countries/regions: Germany and its commissioner jurisdictions, Italy and its commissioner jurisdictions, France, Romania, Yugoslavia, the United Kingdom, the Transnistrian Republic, and the Iberian Union (which can be established after the dissolution of the Soviet Union, requiring the Spanish National Army to win in the civil war; AI will definitely be established if conditions are met).
