根据爆料和玩家反馈，目前世界上的所有国家在开战时都会面临煤炭不足的情况，故我做了这样一个mod。详细介绍：默认情况下，进入游戏时，苏联开局拥有的领土将只额外增加7单位的煤炭，中国开局所有核心领土、英国开局所有核心领土、法国开局所有核心领土只增加10单位煤炭，其余地块一律增加15单位的煤炭。这样一来，几乎所有国家都有无限的煤炭使用，因为这样增加的煤炭也能吃到基建的吞吐量加成（V3乱入），所以实际上主要大国开局都是上千煤炭起步，小国也有数以百计的煤炭。
模组内置了2个规则设置，可以选择是否为无限煤炭模式（所有州直接增加9999单位的煤炭，建议开启只有玩家可用，否则可能导致游戏卡顿。），可以选择是否只有玩家可用本模组。此外，选择只有玩家可用本模组后，将出现决议，可以为新获得的州增加煤炭。

By default, upon game start:
At the start, the Soviet Union will have an additional 7 units of coal in its territories, while all core territories of China, the United Kingdom, and France will each receive only 10 units of coal. All other territories will receive an additional 15 units of coal.
This ensures nearly unlimited coal for all nations. Thanks to the infrastructure throughput bonus (Just like Victoria 3 hahaha ), major countries will start with over a thousand coal, while smaller nations begin with hundreds.
The mod includes 2 rule settings: you can choose whether to enable unlimited coal mode (all states will directly add 9999 units of coal, it is recommended to enable this only for players, otherwise it may cause game lag), and you can choose whether the mod is only available to players. In addition, after choosing to make the mod player-only, a decision will appear that allows you to add coal to newly acquired states.
