This is a fix for the current Submarine slaughter since 1.17.5.0

Works for
1.18.1.0

Now submarines survive like they did in 1.17.4 and before.

Even as the newest Paradox Patches gave the Submarines more help, they still die too fast and often. With this Mini-Mod the Submarines still survive like before.
