Assign governors to your fully controlled states.
Every state in your nation can now be led by a governor/mayor. Each mayor having a unique modifier as well as flavored events tied to their specific personality.
Assign governors to any state. Each governor type comes with unique state modifiers and unlocks exclusive events driven by who you’ve placed in power.
The AI uses this system too. Enemy nations will appoint governors based on their strategic needs.
Conquered governors transfer to you. When you occupy an enemy state, their incumbent governor doesn’t vanish. You can keep them in place to ease resistance, or dismiss them and install your own. A familiar face can be worth more than a loyal one.
- Unique events per governor type — each archetype triggers a curated event chain that reflects their character and methods.
- State modifiers — every appointment changes the numbers. Stacking the right governors across the right states is a strategic puzzle in itself.
- Corruption and scandal system — Corrupt Governors and War Profiteers can trigger scandal events. You choose: cover it up, prosecute, or bury it.
- Conquered nation governors — enemy governors survive occupation and can be retained. Use local knowledge to pacify the population — or clear them out and start fresh.
- Border attrition warfare — chain Border Marshals along a contested frontier to bleed any army that dares cross it.
- AI integration — the AI appoints and manages governors according to its own strategic priorities, making every opponent a more intelligent administrator.
- Flexible strategy — optimise for compliance, resources, energy, manpower, attrition, or stability. No single build is dominant.
Built for the current version of Hearts of Iron IV. Should be compatible with most total conversion and flavour mods — no base defines overwritten. If you encounter conflicts, please report them in the comments and I’ll investigate.
