Bring about the Spartan Legend, or the Congress of Arkansas. Build the Imperium Quincep upon the corpses of the Brotherhood and Enclave alike!

Update Plan
1.1: Make it so the states you need to form a country are highlighted when you hover over the decision, and you get a compliance and resistance buff on the states.
1.2: Cool awesome ideas for certain countries
1.3: IDK man, flags maybe?

Give suggestions for formables and i might add them
