Features

00 Program:
Once the United Kingdom has formed an Intelligence Agency, decisions will become available to establish the 00 program. Once this has been done the player can recruit 001-009. The most elite 00 operative is, of course, 007 – James Bond (Sean Connery).
SMERSH:
Once the Soviet Union forms an Intelligence Agency, decisions will become available to recruit Bond villains associated with SMERSH in Ian Flemming’s novels.

Cross-Atlantic Intelligence Partnership:
Once the United States has formed an Intelligence Agency, decisions will become available to recruit CIA operatives featured in the James Bond franchise.

A Deal with the Devil & Villains for Hire:
SPECTRE may be given sanctuary and Villains may be recruited via decisions. This can be done by any nation with an Intelligence Agency, except the USA, UK, and USSR. These decisions are available to the AI. Act quickly or the AI will recruit them (usually over 3-5 years in vanilla HOI4). Once one country has recruited a Villain or given SPECTRE sanctuary, the decision is removed for all countries. With this system in place, no two games of His Majesty’s Secret Service should be the same. Spot where the Villains/SPECTRE end up by locating the unique national spirit that goes with each of them.
