OWB – New California Empire seeks to interpret Caesar’s goal of synthesis through the New Californian Empire formable, taking Caesar’s (halfish) respect for Tandi, his goals of synthesis as well as his origins as a New Californian into account.
To achieve this formable, you must conquer New California as Caesar and complete "The Library" event after the conquest of Shady Sands. Then the Legion will be able to form the New California Empire! Very simple?!
