This mod is meant for multiplayer and is balance as such, but can still be used in singleplayer if you feel like it. just a warning, the AI does not know how to effectively deal with war exhaustion.
I have no idea how to format a steam workshop page but here goes:
General Goals:
Lower the amount of stagnant nonmoving wars during the game by punishing people staying in the same war for too long.
Encourage partial peaces and ceasefires over full annexations.
Discourage river line camping and encourage creative defensive strategies.
Discourage war declarations if you know you will be stuck.
General Overview:
New stat – War exhaustion, ranging from 0% to 100%.
War exhaustion is a stat on your country that reflects the population’s opinion on the current war. Keeping a low war exhaustion lets your country function properly, while letting it grow will deal maluses to your country, exponentially growing over time. War exhaustion is gained and lost in a number of ways:
Over time – Base tick of 4% per month.
Casualties – Taking casualties raises your war exhaustion, proportional to your country’s core population. For example, France taking 1% of their core population in casualties is 420k, and this will net them 15% war exhaustion (scales, so ~140K for france would be 5% exhaustion for example). This is proportional, so for example, Belgium, with 8 mil core population, would take the same amount of war exhaustion for hitting 80K casualties as france hitting 420K.
Losing/Taking territory – Losing and taking territory will raise or lower your war exhaustion respectively, depending on the taken state’s population relative to the population of the owner, so russia losing a core state with 3 million people will not affect them in the same way as bulgaria losing a core state with the same population. Losing your capital will raise war exhaustion by 50 for your original capital, and 20 for the next ones, and losing a strategic territory (Gibraltar, Suez, Panama Canal, Istanbul, and Sjaeland) will raise it by 15
Being nuked for the first time will raise war exhaustion by 60 and apply heavy debuffs to the nuked state.
Decisions – While at war, you will have decisions that affect your war exhaustion stat. Some will lower it for a cost, and some will raise it but give you a buff. I’ve attached some examples in the thumbnail.
OVERHAUL MOD COMPATABILITY:
RT56 – 100% this mod was designed with RT56 in mind.
Any other overhaul mod will probably work with this mod but use it at your own risk. Some things like the strategic zones might be bugged with mods that alter states heavily.
