You must be triggered if you play as Czechoslovakia, Tannu Tuva etc. you don’t have free manpower? Here you have a solution.

Recruitment Propagandas:
-Small Propaganda (+50000 manpower -75 political power, -2% stability)
-Medium Propaganda (+250000 manpower -100 political power, -5% stability)
-Large Propaganda (+500000 manpower -150 political power, -10% stability)
-Massive Propaganda (+1000000 manpower -500 political power, -15% stability)

Notes:
Better Recruitment System doesn’t work
Other languages than English are outdated or non-existing
