Update for Rebalanced Conscription Laws

" **This mod does not teach the AI to hold off on making divisions and may result in the AI running itself out of manpower long before it normally would. It is currently only designed for use in MP games**
Problem:
1) When there are thousands of divisions moving and fighting around the world, the game slows to a crawl. This usually happens around 1943-44.
2) With so much manpower available to most countries, there is often very little reason to not simply pump out more divisions all game long. There is no point until *very* late game where you are thinking "hmmm, maybe I should save some manpower for replacements and stop building new divisions."
Solution:
I have adjusted the final 3 steps of the conscription laws. Here are the values:
Disarmed Nation: 1% (unchanged)
Volunteer Only: 1.5% (Unchanged)
Limited Conscription: 2.5% (Unchanged)
Extensive Conscription: 5% (Unchanged)
Service by Requirement: 9% (from 10%)
All Adults Serve: 15% (from 20%)
Scraping the Barrel: 19% (from 25%).
Old Curve: +1.5 –> +1 –> +2.5 –> +4 –> +6 –> +4
New Curve: +1.5 –> +1 –> +2.5 –> +5 –> +10 –> +5
I have also changed the "total mobilization" policy. It now reduces recruitable population by 1,5% instead of 3%"
I just have changed the effects of the law "Total Mobilization": increased to 2%.
