为了模拟地区众多国家的科研速度，关联和工业和科研速度的关系。
每个工厂都有 0.1 科学研究的加成，可以在所有国家或仅限玩家使用
加成会随着工厂数量动态变化，每月计算一次，加成没有上限
理论上兼容所有 Mod
新增加了战胜获得加速卡的功能
另外一个版本，无弹窗默认全部国家功能开局生效，与此mod不兼容
因为很多人说卡，所以改成了一个月，虽然我i7 13代没啥感觉
