Remove the restrictions on minimum consumer goods factories
The current version of HOI4 has a minimum consumer goods limit of 10%. This small mod modifies the code for minimum consumer goods in the defines file, changing the minimum consumer goods ratio from 10% to 0%, and setting the minimum consumer goods factory to zero.
The factory code for consumer goods in HOI4 is rounded downwards. In theory, if the buff that reduces the coefficient of consumer goods is sufficient, it can restore photosynthesis.
There are very few modifications, so it should be compatible with most mods.
