Civilian Factory Resources
Civilian Factory Resources (CFR) is a mod that aims to add a soft limit to the number of civilian factories a country is able to use by introducing a resource input mechanic for civilian factories.
With CFR, civilian factories will require two input resources: steel and chromium. Steel was chosen since it seemed pretty obvious to for both roleplay/realism and gameplay reasons due to its abundance. Chromium was chosen partially because it is a component of stainless steel, but primarily because the uses for chromium in HoI4 are relatively small compared to the other resources. To that end, CFR also aims to make chromium an important resource worth paying attention to.
The amount of steel and chromium required increases in an exponential pattern. The first 15 factories are free, and every factory after that will incur a cost. This cost will start very small – the first few factories after 15 will still not cost anything just due to how the math works out – but the costs will ramp up significantly, reaching hundreds of steel and chromium necessary upon reaching hundreds of civilian factories.
Of course, you can still build more factories beyond what you have the resources to support, but it comes at a cost – construction speed will decrease by up to 75% depending on how much of a shortage of steel and/or chromium is present. Trade or conquest will be key to managing large industrial bases.
All math calculations for CFR will run daily for player countries and weekly for AI countries.

Mods that do any of the following will be incompatible:
- Removes Steel
- Removes Chromium
- Removes Civilian Factories
CFR does not rely nor try to overwrite any other content, so all other mods should be compatible.
CFR can also be used in existing saves – please allow for at least a week of game time for all numbers to be calculated for all countries.
This mod does not rely on any DLC features, so you should not need any DLCs.
