AI Rework: Attaché’s

This is a standalone mod of my mod Generic Overhaul & Dynamic Politics Redux, This mod add’s new features (that paradox should have added anyways if they weren’t lazy) that make it possible for the AI to send and recall attaché’s like the player can! I will be also making more AI small rework mod’s like this in the future.
Send Attaché’s:
-The AI can now send attaché offers to the player and AI nation’s that are at war at cheaper cost than it would usually be
-The AI will usually only send attaché’s to friendly countries and will usually have a higher chance of sending attaché’s depending on the level of the relationship between the two nation’s
Recall Attaché’s:
-Have a high chance to recall their attaché’s if relations sour with the receiving nation or they need their attaché’s at home when at war
✓: Basically any mod out there even major overhaul one’s
