In OTL, Russell met Mosley and tried to convince him that Social Credit was a good idea. Mosley said no.
The idea is Mosley said yes (Wow! Complexity!) in the KX timeline because he needed allies after coming to power and implementing a bunch of controversial reforms

Do not put it in the bug reports channel (which is for bugs with KX) or the mods will fire you out of a cannon (don’t blame me if the mods get angry at you), put it in kx-submods-chat and tag me if it is caused by this mod – that means don’t report a bug while having 394 other mods active.
