AI Rework: Licensing – Millennium Dawn: A Modern Day Mod Submod

This is a standalone mod of my mod Project Infinity, This mod add’s new mechanics similar to the licensing mechanic that only the player can use, It is now possible for the AI to send one time payments to other nations that have equipment that the sender has not researched in order to buy and use new equipment.. I will be also making more AI small rework mod’s like this in the future.
AI Design Purchases:
-The AI can now send offers of one time payment’s to the player and AI to purchase almost any equipment designs in the game at the expense of military factories
-Payment’s vary on how expensive the equipment is production wise
-Cooldowns for license buying for the AI to stop lag and also prevent the AI from buying useless equipment over and over again for example: Equipment like train’s and transport plane’s have really long cooldowns while equipment like tank’s have much shorter cooldowns…
-The AI will usually send offers to majors or nation’s they have good relations with
-AI will try to only buy equipment that they have not researched
-Puppets will almost always buy Licenses from their overlords
-The AI will gain experience when buying new designs

This mod also probably requires all the DLC’s that add the plane, tank and navy designers…
