Reduced rate Naval AA shoots down bombers to ensure planes don’t die en masse

POSITIONING OVERHAUL
Massively punished deathstacking. Large fleets can still work, but are be vulnerable to smaller, elite fleets with air cover.
Made fleet size positioning penalties start in at > 25 ships
Maximum 85% attack penalty from poor positioning
Lowered base positioning
Increased large fleet size penalty
Reduced damage needed to max Shore Bombardment by a factor of 3
SUPREMACY OVERHAUL
Increased supremacy from “Patrol” and “Convoy Raid” to encourage active navies
SHIP BALANCE OVERHAUL
Increased the power of light ships and reduced power of heavy ships. Expensive ships are less IC efficient, but win through concentration of force due to positioning changes.
Buffed Light ships
– Reduced Destroyer visibility from 10 to 8
– Reduced minimum hit chance to make light ships better at dodging heavy attack and torpedoes
Reduced IC efficiency of Heavy ships
– Increased BB/BC surface visibility from 20 to 22.5
– Increased SHBB surface visibility from 20 to 27.5
-Added 0.1 Depth Charge to Cruiser and Heavy hulls
NAVAL AI OVERHAUL
Increased threat acceptance of “Engage at Low/Medium/High Risk” to make naval AI significantly more aggressive and less likely to flee winnable battles
Reduced fuel use in naval combat and patrol to stop AI running out of fuel from long engagements
Increased willingness of AI to buy fuel
Improved AI taskforce allocation to match new positioning system – will aim for 25 ships / fleet
