In the Navalny focus tree complete focuses "Unknown Figure" and "First Russian Democratic Elections".
How to bring Navalny to power:
1. Lose the 1EW.

If playing as Medvedev’s Russia, in the event "The March Begins!" select "Destroy them now!".
If playing as CPRF Russia, old guard must be in power (through focus "Restore the 1978 Constitution").
If playing as LDPR Russia, focus "Populist Revolution" must be completed.
