## 拆分和修改自56之路++，因此可能有没有发现的bug

注意：修改了SOV国策树，因此需要排在其它修改苏联国策树的mod上边，一旦如此做集体主义和英雄主义的解互斥将失效，会以排在下方的其它mod为准

Q: Why not cancel mutually_exclusive for industrial technology tree ?
A：加两遍生产效率上限和工业产出实在太IMBA了。
A: Add twice Production Efficiency Cap and Factory Output is tooooo IMBA
毕竟你的工厂不是量子态的，不能即集中又分散即柔性又一体化。
After all, your factory is not a quantum state, it can’t be Concentrated and Dispersed, Flexible and Streamlined.
