– SS-Ordensstaat Burgund
– Reichskommissariat Italien

Japanese puppets
– Japanese Pacific States
– Russian State

Germany
– Replaced the flags of Germany and Reichskommissariats with those of TNO.
– Added the core states of the Greater Germanic Reich.
– Added decisions to transfer territory to Reichskommissariats and allies.

Japan
– Completing the focus "The Eternal Empire" will make Taiwan and Korea core states.
– Added a decision to establish the Malayan Union, the North Borneo Federation, and the Republic of Indonesia.
– Coordinating the states to be transferred to the Wang Jingwei regime and Mengkukuo.
