Helps the Navy AI to make better Fleets. Every Capital Ship now only needs 2 Screening Ships instead of 3. That also helps the AI to have more Screen Ships available for every Task Force. This is also more historically accurate, as the US Navy never used more than 2 destroyers per capital ship in WW2, according to historical records. And that was the winning side.
Furthermore changed naval battles into the bloody ones we knew before Patch 1.17. Now you will see again many heavy Ships sinking, like Battleships or Aircraft Carriers. See the Pictures above, from AI vs AI Battles in a handsoff game.
Fixed also a new Bug since 1.17.4, so now the italian Navy AI builds enough Screen Ships for their fleets.
Quick fix inside to stop the Submarine slaughter since 1.17.5.0, that still exists in 1.18.0.0 in a softer degree.

Update to Version 2
Deadly Aircraft Carriers
Finally, aircraft carriers in HoI4 are now as deadly as they were historically. Expect many enemy ships to be sunk by Aircraft Carriers alone, and losses to naval bombers have also been significantly increased. While naval bombers are now even more dangerous to ships, the ship’s anti-aircraft guns will make them pay dearly for it. Also you will see way more critical Hits from Sea Artillery or Plane attacks.
Aircraft Carriers recognize themselves as the greatest threat and increasingly attack enemy carriers first with their carrier-based aircraft, but they also attack in less degree other capital ships.
Navies without Aircraft Carriers will be in real trouble now, like Germany or Italy was in WW2 History. So you better build Aircraft Carriers soon, when you play as those Axis Nations. Its not impossible to defeat enemy Fleets with Aircraft Carriers, but you need much more ships, and good luck…..or bad wheather conditions. Then the Planes dont find their targets easily. Or you use your Land based Naval Torpedo Planes….but you will need hundreds of them, and you will lose many of them in those bloody attacks.

Finetuned many Variables.
AI repairs its fleets sooner, finds better repair Harbours and spreads damaged ships more for quick repairs at many Harbours same time, to get its fleet faster back into fight again.
More AI Production for CV Planes, to get back sooner all the lost CV Planes in those Carrier Battles.
