PH Kaiserreich: Expanded Philippines is a submod for the popular HoI4 mod, Kaiserreich. It aims to eventually create a completely new Philippines, with a unique focus tree, dozens of events and lots of possibilities.

History
After the passage of the Jones Law or Philippine Autonomy Act in 1916, the legislature becomes fully Filipino. Manuel L. Quezon of the Nacionalista Party, who lobbied for the Jones Law in US Congress, becomes Senate President and his rival Sergio Osmeña remains Speaker of the House.

After the Weltkrieg, economic expansion continues and Filpino independence missions to the United States continue. In 1921, recently elected US President McAdoo promises further autonomy and the creation of an independence roadmap to Manuel Quezon, who returns home promising action in the near future. However, nothing happens and in the 1922 elections, Quezon is only narrowly reelected as Senate President after a power struggle with Sergio Osmeña, who becomes Senate President Pro Tempore. Manuel Roxas, an ally of Osmeña and very much supported by the elite, is elected to the House and becomes Speaker. Quezon only won by promising he will achieve more in the next period. However, the Americans continue to rebuff him and eventually he loses credibility.

The Great Depression in 1925 in the United States strongly impacts Filipino exports. After losing his credibility, Quezon loses the power struggle to Osmeña, who becomes Senate President in the 1925 elections. Quezon retires as a result. The Depression in the United States causes a movement in favor of Philippine independence. Osmeña hopes to capitalize on this but after numerous visits to the United States, he fails to achieve anything, just like Quezon. Eventually just as he returns and begins focusing on domestic issues, Roxas goes on a mission and is able to successfully get a US coalition of nativists, anti-colonialists and protectionists to vote in favor of increased Philippine autonomy and eventual independence. Hoover vetoes it at first, but by late 1930 the majority in Congress in favor of independence has grown even further and Hoover halts his opposition and the Philippine Independence Act is approved in November 1930. In 1931, a new constitution is finished and independence is set to be granted in 1941. Roxas is able to greatly influence the new constitution and is able to get many of Osmeña’s allies to switch sides.

The new constitution creates the Commonwealth of the Philippines and Roxas with Quirino as his running mate runs for President in 1931. Sergio Osmeña, now running on a very much anti-American platform, allies with former President Aguinaldo on a more populist platform instead. Syndicalists and progressives also contest the election. However, due to the nature of the elite-dominated cacique democracy, elite support for Roxas leads him to eventually win with 62% of the vote. Manuel Roxas, now President, consolidates his wing of the Nacionalistas and eventually his party becomes the Progresista Party. But as President, he is unable to achieve much. He mostly defends the interests of the elites and orchestrates massive crackdowns on peasants, who have become more and more desperate due to constant abuses by landholders. The opposition is able to capitalize on this and chips away at Roxas’ majority in the 1934 midterms. Peasant unrest continues to rise and the Philippine Constabulary cracks down harder than ever.

In 1936, the Philippines is no longer stable. The United States is too preoccupied with its own political issues to really care much for the Philippines. Its export industry is still in a horrible condition as it has the only real buyers are the German colonies and the Japanese, as the American economy is still burdened by the Great Depression. Furthermore, many are seeking to exploit the peasant unrest. Benigno Ramos, a nationalist writer and peasant organizer, has amassed a large following. Peasants are also drawn to syndicalists and other socialists, who promise to radically change Filipino society for the better. Osmeña still leads a relatively, albeit slightly populist, opposition against President Manuel Roxas, who represents the status quo and the dominant elite.

Will Roxas continue to do the bidding of the elites, or will he centralize power in order to finally exercise real power? Will the syndicalists mobilize the countryside, or will it be Benigno Ramos who leads a nationalist popular uprising against who he sees as a weak President. Or will the Sergio Osmeña and the opposition defeat Roxas in the next election against all odds? This could also empower the small group of progressive democratic reformers, who seek to turn the Philippines into a liberal democracy. Furthermore, with the United States unstable, the Philippines has no protector. The Empire of Japan has shown interest in the Philippine Islands and many fear their coming. However, others welcome the coming of a fellow Asian people. The islands are thus divided. With a weak economy, a weaker government and an unstable countryside and either an enemy or a friend to the north, the future of the Philippines hangs in the balance.
